भूमी अधिग्रहण कायद्यामुळे कोणाचे भले होणार?

काय आहे सरकारचा भूमी अधिग्रहण कायद्याखालील वटहूकुम?

निवडणुकीत “अच्छे दिन लायेंगे” अशी हमी देऊन या सरकारने शेतकऱ्यांची मते घेतली. स्वातंत्र्यानंतरच्या ६८ वर्षांनंतरही शेतकऱ्यांच्या आत्महत्त्या होतात ही दुर्दैवी बाब आहे. भूमी अधिग्रहण कायदा (२०१३) मध्ये बदल करण्यासाठी केंद्र सरकारने आणलेल्या नव्या वटहूकुमामुळे शेतकऱ्यांच्या आत्महत्यांमध्ये वाढ होण्याची शक्यता नाकारता येत नाही. दुसर्या बाजूला भू संपादना विरोधात शेतकऱ्यांनी केलेल्या आंदोलनांना सिंगूर, माण आदी ठिकाणी हिंसक वळण लागल्यामुळेच तत्कालीन सरकारला नवा कायदा आणावा लागला होता. या वटहुकुमामुळे पुन्हा एकदा आंदोलने हिंसक होतील अशी भीती वाटते.  

केंद्रात नवीन सरकार सत्तेत आल्यानंतर शेतकऱ्यांच्या हिताचे कायदे होतील अशी अपेक्षा होती; मात्र या सरकारने भूमी अधिग्रहण वटहुकूम आणून शेतकरी विरोधी पाउल उचलले आहे. ही दुर्दैवी बाब आहे.

या सरकारने शेतजमिनींना तथाकथित विकासवाद्यांचे लक्ष्य आणि भक्ष्य करण्याचे धोरण अवलंबून शेतकऱ्यांची घोर फसवणूक केली असल्याचे चित्र स्पष्टपणे दिसत आहे. लोकशाहीचा अर्थ लोकांनी, लोकांसाठी, लोकांकडून चालवलेले राज्य असा आहे, लोकांना फसवून चालवलेले राज्य असा नाही.

भूमी अधिग्रहण कायदा २०१३ मध्ये अशी तरतूद होती गावातील जमीन अधिग्रहित करतांना ७० टक्के शेतकऱ्यांची  संमती आवश्यक असेल. तरच जमीन सरकारला घेता येईल.  मात्र या सरकारने वटहुकूम काढून ती तरतूद काढून टाकली. म्हणजेच सरकार आपल्या मर्जीप्रमाणे शेतकऱ्यांच्या जमिनी आपल्या ताब्यात घेऊ शकेल आणि आपल्या मर्जीप्रमाणे उद्योग क्षेत्रातील लोकांना देऊ शकेल, हे धोरण लोकशाही विरोधी आहे.

मूळ कायद्यात सामाजिक परिणाम मुल्यांकना अंतर्गत ज्या जागी प्रकल्प उभा राहणार आहे तेथील लोकांची लोकशाही पद्धतीने लोक-सुनावणी होऊन लोक तयार असतील तरच जमिनी घ्याव्यात अशी तरतूद होती पण या सरकारने वटहुकूम आणून ती काढून टाकली आहे. हा निर्णय देखील लोकशाहीच्या संपूर्ण विरोधातील निर्णय आहे आणि शेतकऱ्यांवर अन्याय करणारा आहे.

प्रकल्पासाठी अधिगृहित केलेली जमीन पाच वर्षे त्या प्रकल्पासाठी वापरली गेली नाही तर ती जमीन मूळ शेतकऱ्यास परत देण्यात येईल अशी तरतूद होती. ती ही या वटहुकुमाद्वारे काढून घेण्यात आली आहे. आता सदर जमीन मूळ शेतकऱ्याला परत न देता उद्योगपती सरकारच्या मदतीने आपल्या ताब्यात ठेऊ शकतात.

या कायद्यामध्ये ज्या ठिकाणी खरेखुरे राष्ट्रहित साधले जाते त्यातील काही प्रकल्पांना विशेष सवलत देण्यात आली होती. मात्र आता या वटहुकूमाद्वारे खाजगी हॉस्पिटल्स, खाजगी शिक्षण संस्थांच्या शाळा यांनाही “लोक हिताच्या” यादीत समाविष्ट करण्यात आले आहे, जेणे करून आपल्या कार्यकर्त्यांची सोय व्हावी. शेतकऱ्यांच्या जमिनी जबरदस्तीने घ्यायच्या आणि त्या आपल्या कार्यकर्त्यांना हॉस्पिटल्स, शाळा काढण्यासाठी द्यायच्या यात काय लोकहित आहे ते सरकारने सांगावे.

देशात पुरेसे अन्नधान्य उत्पादन होणे आवश्यक असल्याने शेतीच्या दृष्टीने सुपीक असलेल्या जमिनी सरकारने घेऊ नयेत या भूमिकेतून २०१३ च्या कायद्यात अशी तरतूद करण्यात आली होती की “ज्या जमिनीत दोन किंवा त्याहून जास्त पिके घेतली जाऊ शकतात त्या जमिनी उद्योगांना देऊ नयेत”. आता ही तरतूद वटहुकुमाद्वारे काढून टाकण्यात आली आहे. त्यामुळे अगदी बागायती जमिनी सुद्धा उद्योगपती घेऊ शकतात. यांसारखे शेतकऱ्यांसाठी जाचक अशा अनेक तरतुदी करण्यात आल्या आहेत. त्यामुळे फक्त धनाढ्य लोकांसाठीच अच्छे दिन येणार असून शेतकऱ्यांच्या आत्महत्त्यांमध्ये वाढच होणार आहे.

सरकार असे वटहुकूम काढून शेतकऱ्यांवर अन्याय करणार असेल तर इंग्रजांच्या हुकुमशाहीत आणि अशा सरकारमध्ये फरक काय?

लोकसभा, विधानसभा यांच्याइतकेच ग्रामसभांचे स्थान सर्वोच्च आहे. कारण आमदार आणि खासदार ग्रामसभेने निवडून पाठवले म्हणून झाल्या विधानसभा आणि लोकसभा! म्हणजे विधानसभा आणि लोकसभा यांची जननी आहे ग्रामसभा.

ग्रामसभा स्वतंत्र आणि सार्वभौम आहे. १८ वर्षे वय झाले की प्रत्येक माणूस ग्रामसभा सदस्य किंवा वॉर्ड सभा सदस्य होतो आणि एकदा सदस्य झाला की मरेपर्यंत सदस्य असतो. ग्रामसभेला निवडणूक नाही. मात्र ग्रामसभा प्रत्येक पाच वर्षांनी विधानसभा आणि लोकसभेला बदलत असते. ती स्वत: कधीच बदलत नाही. म्हणून राज्य सरकार किंवा केंद्र सरकारला कोणत्याही गावातील जल-जमीन-जंगल यांसारख्या कोणत्याही बाबी घ्यायच्या असतील तर जोपर्यंत ग्रामसभेची मान्यता मिळत नाही तोपर्यंत घेता येत नाहीत असा कायदा करणे आवश्यक होते मात्र या सरकारने ग्रामसभेचा अधिकारच काढून घेऊन लोकशाहीचा गळा घोटला आहे.

प्रश्न उभा राहतो की १८५७ ते १९४७ या नव्वद वर्षांत ज्या लाखो लोकांनी बलिदान केले, हसतहसत फासावर गेले त्यांचे स्वप्न होते की इंग्रज देशातून जावा आणि या देशात लोकशाही यावी. इंग्रज या देशातून गेला पण लोकशाही या देशात आली नाही. काय ते बलिदान व्यर्थ गेले? प्रश्नच आहे.

म्हणून आम्हा भारतीयांना विचार करणे आवश्यक आहे की पुन्हा एकदा आम्हाला बलिदान करावे लागले तरी हरकत नाही मात्र आम्ही ते बलिदान व्यर्थ जाऊ देणार नाही.

Agitation needful again...

Today is the death anniversary of Pujya Bapu, Mahatma Gandhi who sacrificed his life for all of us. The Mahatma would have certainly accomplished his dream of "unto the last" and "village self-governance” if he would have got some more span of life. I pay my sincere homage to Bapu.

Last few months I was suffering from severe backache and hence was unable to go to the people regularly. Now I am perfectly fit and fine. I have once again started serving the people as usual. Many of the fellow countrymen have expressed their concern towards my health and have extended their wishes to me. I am thankful to all for their love and affection.

Post 1947, the corruption in India raised by leaps and bounds. Life of the common people got difficult more and more. Therefore the entire India stood united in the Lokpal andolan. Lokpal Act got the final nod from Hon'ble President of India on 1st January 2014. The law itself makes it mandatory for central government to appoint the lokpal within a time limit of one year. However, the government formed by constitution has breached the law of the parliament which too is formed by constitution. Neither the Lokpal is visible in the Center, nor the Lokayuktas in the states.

In the past, even after its written assurance to me while ending my fast on Ram Leela maidan in 2011, the previous government evaded passing the lokpal bill. Therefore, I was compelled to have another fast in Ralegansiddhi in the month of December, 2013. The people stood by it and government was compelled to pass the Lokpal Bill. The people who came into power later have been staunch supporters of Lokpal in the past history. The then Leader of the Opposition in Rajya Sabha; Shri Arun Jetleyji has written me a letter endorsing his party's full support to early appointment of Lokpal. The then Leader of the Opposition in Lok sabha, Shrimati Sushama Swarajji has also preferred for early appointment of Lokpal. I am surprised that after the Prime Minister Shri Narendra Modiji's taking over the command, BJP has taken a complete 'U' turn on the issue of Lokpal and even after having stabilized the at Center, the government failed to appoint the Lokpal. Meanwhile the Supreme Court of India has also issued the directions in this regard, but Lokpal is not appointed yet. The government should come transparent before the people and should explain why it is afraid of appointing the Lokpal and if not so what is the reason behind not appointing the Lokpal? They promised during elections that their government will priorities the issue of tackling the corruption; however no action is visible.

In the meanwhile, irrespective of my ailment, I wrote three letters to the Prime Minister. The first letter I wrote on 27th August 2014, second on 18 October 2014 & third letter on 1 January 2015. Unfortunately, the Prime Minister's office remained

inactive. I am enclosing all three letters with this release to make the fellow countrymen aware of the facts.

The new government has time and again promised the people of bringing the "achchhe din" or good days ahead, however; barring to a few capitalists, none of the common men are experiencing it. On one hand the statements provoking communalism are coming up frequently while on the other hand labor laws are being changed against the interests of hard working laborers. The farmer’s organizations across the country are meeting me and insisting to initiate agitation against the new ordinance in the Land Acquisition Act 2013 which is brought hastily to uproot the farmers. The new government is bypassing the parliament to bring a new 'Ordinance Raj' which is not acceptable and Hon'ble President of India also recently has expressed his concerns towards it. The people who run government should not bring such dictatorship. This ordinance might be fair technically but it is not fair democratically. The farmers cannot be suppressed only because so called development is desired by a few select capitalists. This is Bapuji's country and the true development can be achieved only through gram swaraj and not at the cost of farmer’s livelihood. The new government should understand this as early as possible. I assure the farmers across the country that i will fight for this cause also along with Lokpal. We will unite all farmers associations and take the fight ahead. I will fight for farmers, I am also a son of a farmer.

Preparations are on and soon we will constitute a new team to take on the andolan ahead. We will see to it that only dedicated selfless people join us and not the opportunists. Youth across the country is willing to join us in order to save this country from corruption and crony capitalism. I welcome them all. Training of activists is a routine practice at my village, Ralegan Siddhi. All those activists also shall be joining us. The advanced media center at Ralegan Siddhi is also ready where from I can reach to the people through video conferencing.

I have decided since my early age that I will live and die also for my nation. While reiterating my commitment towards eradication of corruption I appeal the fellow countrymen to get ready for a new struggle to make India corruption free.

लोकपाल के लिए फिर से आंदोलन...

आज गांधीजी का पुण्यस्मरण दिन एवं हुतात्मा दिन है। हम सबके लिये गांधीजीने शहादत दी। उस महात्मा को ज्यादा आयु मिलती तो शायद अंत्योदय और पुरे भारत में  ग्राम स्वराज का अपना सपना वो पुरा कर लेते। गांधीजी की स्मृती को मै विनम्र वंदन करता हूं।

विगत कुछ महिनोंसे मै पीठ की दर्द की वजह से लोगों में नियमित रूप से नही जा सका। अब मेरा स्वास्थ्य बिलकूल ठीक है। जनसेवा के लिए मै फिर पहले जैसा काम करूंगा ।मेरे स्वास्थ्य कें बारे में बहोत सारे देशवासीयों ने आस्था के साथ पुछताछ की एवं अपनी सद्भावनाएं प्रकट की, मै उनके प्रति मन सें आभार प्रकट करता हूं।

देश में दिन ब दिन भ्रष्टाचार बढते गया। सामान्य लोगोंका जीना मुष्कील हो गया था। इस लिए देश की जनता ने लोकपाल, लोकायुक्त के लिए आंदोलन किया। लोकपाल कानून पर 1 जनवरी 2013 को राष्ट्रपतीजी की मुहर लगी थी। खुद कानून में ही प्रावधान था की एक वर्ष के अंदर लोकपाल की नियुक्ती होना अनिवार्य है। लेकिन संविधान के आधार पर बनी संसद की संविधान से ही बनी सरकार ने पूरी तरह अवमानना की। ना ही केंद्र में लोकपाल का गठन हुवा, ना राज्यो में लोकायुक्त आये । मेरे रामलीला मैदान के 2011 के अनशन के बाद लिखीत आश्वासन देने के बावजूद भी पुरानी सरकारने लोकपाल बिल पास नही करवाया। रालेगन सिद्धी मे मैने फिर एकबार दिसंबर 2013 में अनशन किया। उसमें देश की जनता शामिल हुई। मजबूरन सरकार को लोकपाल कानून लाना पडा। आज सत्ता में आये हुवे लोगों नें उस वक्त तो बडे जोर शोर के साथ लोकपाल का समर्थन किया था। उस वक्त राज्यसभा में नेता विपक्ष रहें अरुण जेटलीजी ने मुझे पत्र लिख कर समर्थन दिया था। नेता विपक्ष श्रीमती सुषमा स्वराजजी ने लोकसभा में मेरी सराहना करते हुअे लोकपाल को जल्दी लाने की वकालत भी की थी। मुझे आश्चर्य है की जैसे ही प्रधान मंत्री श्री नरेंद्र मोदीजी ने कमान संभाली, सरकार ने लोकपाल के प्रति अपने रवैय्ये में  बडा "यू टर्न" लिया और सरकार के कामकाज संभालने आठ महिने बित जाने पर भी लोकपाल का गठन नही हुवा। इस बीच उच्चतम न्यायालय ने भी सरकार को लोकपाल के बारे में कुछ निर्देश दिये; फिर भी लोकपाल नही बना। सरकार को खुलकर लोगों के सामने आना चाहिये और बताना चाहिये की लोकपाल से वह इतना डरती क्यों है और अगर डरती नही है तो फिर क्या कारन है की लोकपाल गठीत नही हो रहा है? सरकार सत्ता में आने से पहले बार बार देश की जनता को आश्वासन देती रही की, हमारी सरकार सत्ता में आने के बाद भ्रष्टाचार के विरोध की लढाई को प्राथमिकता देंगी।

इस बीच बीमार होने के बावजूद मैने प्रधानमंत्रीजी को तिन पत्र लिखे। पहला पत्र 27 अगस्त 2014  को लिखा और स्मरण हेतु दुसरा पत्र 18 अक्तूबर 2014  को लिखा। तिसरा पत्र 1 जनवरी 2015 को लिखा। दुर्भाग्य से प्रधान मंत्री जी ने कोई कार्रवाई नही की। तिनों पत्रोंकी प्रतिया मै इस विज्ञप्ती के साथ जोड रहा हूं, ताकि देशवासियोंको पुरी जानकारी हो।

नई सरकार ने अच्छे दिन लाने के वायदे तो खूब किये लेकिन चंद पुंजीपतीओं को छोड किसी भी वर्ग को अच्छे दिन दिखाई नही दें रहे है। एक तरफ जहां सांप्रदायिकता को बढावा देते वक्तव्य आ रहे है। वहीं दुसरी तरफ कामगार कानून में बदलाव कर मेहनत करने वालो के बुरे दिन लाये जा रहे है । देश के किसान संगठन मुझे मिलकर कह रहे है की भूमी अधिग्रहण कानून में संशोधन वाला जो ऑर्डिनन्स हडबडी में लाया गया है उससे किसान ध्वस्त हो जायेंगे इस कानून के विरोध में आंदोलन करना जरुरी है। सरकार  संसद को नजरअंदाज कर ज्यो ऑर्डीनन्स राज लाया  जा रहा है उसपर तो स्वयं राष्ट्रपतीजी ने चिंता जताई। सरकार चलानेवाले लोगोंने  इस तरह तानाशाही की ओर नही जाना चाहिये। यह ऑर्डीनन्स वाला मामला तांत्रीक रुप सें भले ही ठीक हो, लेकिन लोकतांत्रिक दृष्टी से कतई ठीक नही। इस देश के चंद पुंजीपती जो कथित रूपसे  विकास करना चाहते है वह विकास किसानों के दमन से नही होना चाहिये। यह पूज्य बापूजी का देश है और यहां विकास का मार्ग ग्रामविकास सें ही हो कर गुजरता है, किसानों के कफन सें नही।  यह बात इस सरकार को वक्त रहते समझ लेनी चाहिये। मै देश के किसानोंको आश्वस्त करता हूं की लोकपाल के साथ साथ इस प्रश्न पर भी आंदोलन करेंगे। सभी किसान संगठनों के साथ मिलकर हम आंदोलन करेंगे और किसानों के हक के साथ किसी को खिलवाड नहीं करने देंगे। मै किसानों के लिये आंदोलन जरूर करूंगा। क्योंकी मै भी एक किसान का बेटा हूँ।

नये आंदोलन की योजनाएं बन रही है। शीघ्रही हम नये टीम का गठन करेंगे। संगठन की आवश्यकता को लेकर विचारविमर्श चल रहा है। संगठन में अवसरवादी लोगों की नही, प्रामाणिकता से काम करने वालों  की जरूरत है। देश के बहुत सारे युवा अब फिर सें राष्ट्र को भ्रष्टाचार एवं अमानवीय  पुंजीवाद सें बचाने के लिये आंदोलन मे शरीक होना चाहते है, उनका स्वागत है । रालेगन सिद्धी में कार्यकर्ता प्रशिक्षण निरंतर चलता है, उन सभी कार्यकर्ताओं को भी राष्ट्र कार्य में जोडा जायेगा।  रालेगन में मीडीया सेंटर (Rural Development Information Centrer) अब पूर्ण रूप से तैय्यार हो रहा है जहां से मै व्हीडीओ कॉन्फरन्स के जरिये देश के लोगों तक पहूंच सकता हूं।

मेरी हर सांस देश को समर्पित है। मैने  मेरी  युवा उम्र में ही प्रतिज्ञा की थी की जिऊंगा तो देश के लिये और मरूंगा तो भी देश के लिये। भ्रष्टाचार के खिलाफ लडने की प्रतिबद्धता को दोहराने के साथ साथ मै देशवासियों को फिर एक बार आंदोलन के लिये तैयार रहने की अपील करता हूं। जो कार्यकर्ता इस आंदोलन से जुडना चाहते है, उन्होने निचे दिए हुए पतेपर फोनद्वारा, इमेलद्वारा या वेबसाईटपर रजिस्ट्रेशन करके संपर्क करे।

Letter to PM about Black Money...

To,

Hon’ble Prime Minister of India

Hon’ble Prime Minister Sir,

Post 1947, money laundering and overseas protection to black money have been critical and crucial issues of common concern. On one hand the common man is facing corruption and inflation and on the other hand; corrupt high rank people are protecting their black money through offshore banking. The erstwhile UPA led government was under tremendous pressure from common people and the people’s movements on these issues, however; it completely failed to deliver. As a result, public opinion went against the UPA led government resulting into transformation of power thus bringing NDA into the power.

On this background, during the election campaign, you have yourself assured the nation that your government, if voted in power, will bring back the black money abroad within one hundred (100) days. After having bestowed power to NDA, people were hoping to see the overseas black money being brought back to India. After swearing-in ceremony, the government has also announced constitution of a Special Investigation Team (SIT) and this step has been widely welcomed by the common people.    

It was yesterday that common people were shocked to see the affidavit submitted by government to the Supreme Court of India whereby the government expressed its inability to disclose the names of those having black money overseas either through offshore banking or through other means. The technical difficulties mentioned in the said affidavit were very much existing when you promised to bring the black money back in 100 days in election campaign. This has created a doubt among common people whether declaration on bringing back the black money was merely an election promise to add votes or what? During nationwide campaign, yourself has time and again promised people that the black money will be brought back at any cost and that eradication of corruption will be a priority for new government. 

Now the NDA led government being in power for more than past five months, the issues like black money or appointment of Lokpal are not yet seeing light of the day.  

Sir, the fellow countrymen have been immensely impressed by your speeches during your recent visits to Japan and USA. I am too thoroughly impressed. However, with a heavy heart now I am to say that there is a huge gap between what you say and what your government is delivering. Not the speeches but actions bring transformation.

On behalf of our fellow countrymen, I request you to have a strict and clear strategy on this important issue. In public matters, not the technicality but morality matters more. The names of those who possess offshore black money, must get disclosed, no matter how and what technical difficulties the government faces. Every difficulty is a test of honesty and I am sure the countrymen will stand behind the government to win in these testing times.

Sir, you have a diverse experience of power and governance. I humbly submit that I am a Fakir having nothing with me except dedicated love and affection for our country. Since the time I was 25 years old, I have been determined that I will live and die for my country only. I can never tolerate the corruption. Therefore, I have my own stern views on black money and corruption, and hence this letter.            

I would also like to gently remind you of my letter dated 28^th August through which I have expressed my concerns towards appointment of Lokpal and other issues related to prevention of corruption. I have received no response on the said letter. Enclosed please find a copy of the same for your ready reference. Hope you will provide a due attention to all the issues raised therein and take necessary decisions in this regard.  

Since last 35 years I have taken up many agitations; not against any person or any party but in the larger interests of our people and our country. Bringing black money back is an important issue and if required I will not go back from agitating for the issue. I am sure that your government will take a stern action and a firm stand on this important public issue, irrespective of all difficulties.

हमारे देश में गैरकानुनन व्यवहारोंके जरीये इकठ्ठा किया हुवा काला धन विदेश में छुपानें की राष्ट्रविरोधी गतिविधिया स्वतंत्रता के बाद एक बहुत बडा आर्थिक प्रश्न बनकर रह गयीI  जहां एक तरफ देश का आम आदमी महंगाई एवं भ्रष्टाचार से संत्रस्त है, वहीं दुसरी ओर वरिष्ठ स्तर पर बडा भ्रष्टाचार करनेवाले अपने काले धन को विदेशोमे छुपाकर दिन-ब-दिन अपनी गैरकानुनन आय बढाने में जुटे हैI इस प्रश्न को लेकर पुरे देश में लगातार चर्चा चलती रही हैI इस मुद्दे को लेकर पूर्व रालोआ सरकार पर लोगोंका एवं आंदोलनोंका दबाव बढ गया थाI लेकिन उस सरकार द्वारा काले धन को वापस लाने के मुद्दे पर कोई कोशिश नही की गयी; नतीजन जनमत लगातार उस सरकार के खिलाफ जाकर रह गया I

ऐसी स्थिती में लोकसभा चुनाव के पूर्व आपने अपने प्रचार द्वारा देश को आश्वस्त किया था कि, आपकी सरकार सत्ता में आने के बाद एक सौ (१००) दिनोंमे काला धन वापस लाने के लिये प्रतिबद्ध होगीI देश की जनता आपको सरकार बहाल करने के पश्चात हर्षोल्हास के साथ आशा कर रही थी कि, अब काला धन अवश्य वापस आयेगा और पुरे देश को भ्रष्टाचार, महंगाई से राहत मिलेगीI शपथग्रहण के तुरंत बाद आप ने एक एस.आय.टी. (जांच टीम) के गठन की घोषणा भी की थी जिसके कारण लोगोंकी उम्मीद बढ रही थीI

कल जब सुप्रीम कोर्ट में सरकार ने ह्लफनामा दे दिया की काला धन छुपानेवाले लोगों के नाम उजागर नहीं किये जा सकते, तब सब को ही आश्चर्य का झटका लगाI सौ दिनों में काला धन वापस लाने की घोषणा करते समय इस पर सोचा जाना चाहिये था, क्योंकी यह करने में जो तांत्रिक कठीनाईयां थी (जिनका जिक्र हलफनामे में है)  वह तो प्रचार के दौरान लोगों को आश्वस्त करते वक्त भी मौजूद थीI  आम जनता में अब संदेह होने लगा है की काला धन वापस लाने की घोषणा क्या मह्ज एक चुनावी घोषणा थी? चुनाव के दौरान आपने बार बार जनता से वादा किया था की, भ्रष्टाचार के खिलाफ कारगर कदम उठाना आप के सरकार की प्राथमिकता होगीI अब आप की सरकार करीबन पांच माह पुरे कर चुकी है, लेकिन चाहे वो काले धन की बात हो या लोकपाल नियुक्ती की, कोई कदम उठाये दिखते नही हैI इससे लोगो को आशंका हो रही है की कहीं भ्रष्टाचार मुक्त भारत की घोषणा वोट बटोरने का महज एक चुनावी तंत्र तो नही था?

लोकसभा चुनाव के उपरांत आपकी जपान एवं अमरीका यात्रा के दौरान आप ने जो भाषण दिये, उससे देश प्रभावित हुवा; मै खुद भी बहुत प्रभावित हुवा था, लेकिन दुख के साथ कहना पड रहा है की कथनी और करनी में बहुत अंतर पड रहा है I जनता ने पिछले ६७ सालोमे अनुभव किया है की मात्र भाषण से परिवर्तन संभव नही है, कथनी और करनी को जोडना जरुरी हैI संत कबीर कहते है,

“कथनी मिठी खांड सी, करनी विष की लोय I

कथनी छोड करनी करे तो, विष का अमृत होय II”        

देश की जनता की ओर से मै बिनती करता हुं की, इस मुद्दे पर सरकार कडा रुख अपनाये I सार्वजनिक मामलों में तांत्रिकता को नही, नैतिकता को महत्व दिया जाना चाहिये I काला धन छुपाने वाले बेईमानों के नाम तुरंत उजागर किये जाने चाहिये, चाहे सरकार को कितनी भी तांत्रिक दिक्कते क्यो न हो I आनेवाली हर दिक्कत एक कसौटी होती है, लेकिन इस कसौटी में पुरा देश आपके साथ अवश्य खडा रहेगा  एवं दिक्कतें भी दूर हो जायेगीI  सत्य परेशान जरूर होता है, पराभूत नही I अगर जनता का ‘काला धन वापस लाया जा सकता है’ यह विश्वास टूट गया तो दिक्कते बढेगी, कम नही होगी I  

आप के पास सत्ता का बडा अनुभव हैI मै तो एक फकीर हुं, जिसके पास कोई धन-दौलत नही, कोई सत्ता नही, बस है तो राष्ट्रप्रेम है I मैने पच्चीस साल का था तब से संकल्प किया है जब तक जिउंगा, समाज और देश की सेवा के लिये ही जीऊंगा और जिस दिन मरुंगा, देश और समाज के लिये ही मरुंगा I बढता हुवा भ्रष्टाचार मुझसे कभी सहन नही होता, अत: काले धन के मुद्दे पर भी मैने कडा रुख अपनाया था और अपनाउंगा I इसीलिये मैने आपको यह पत्र लिखा है I

मै आपको स्मरण देना चाहता हुं की, लोकपाल और अन्य मुद्दोंको लेकर मैने २८ अगस्त को आपको एक पत्र लिखा था जिस पर कोई जबाब नही मिला I उस पत्र की प्रतिलिपी भी संलग्न कर रहा हुं I आशा है आप सभी मुद्दोपर विचार करेंगे एवं उचित निर्णय लेंगे I

मैने विगत पैतीस सालों में कई आंदोलन किये,  लेकिन किसी व्यक्ति या पक्ष पार्टी के विरोध में नही, केवल समाज और देश की भलाई के लिये I काला धन वापस लाना देश का अहम मुद्दा है और जरुरत होने पर मै इस मुद्दे पर फिर आंदोलन करने से पीछे नही हटूंगा I आशा है सरकार इस पर कडे से कडे कदम उठायेगी, चाहे कितनी भी दिक्कते क्यो न आये I
