About Agricultural Costs and Prices...

Subject: In every State Commission for Agricultural Costs and Prices (CACP) decides rates for agricultural products and submit the report to the center. But central government doesn’t take appropriate action on the report. So we have decided to start indefinite Satyagrah Movement on 23rd march 2018 (Shahid Divas).
Earlier, a committee was working to get the right prices for farm products. The information has been received that, according to the geographical situation, the state's CACP works to determine the cost of various farm products. After fixing the price, the State CACP submits pricing to central CACP. From various agriculture universities the information of the correct price is sent to State CACP, Based on the cost of production for 22 different types of crops, which has been fixed by every state. Agriculture universities fix the prices considering the cost to cultivation. Based on the information received from those agricultural universities, the farmed product price is fixed by state CACP.
Central CACP Demands Recommendations from Sate CACP. On that basis, the prices of all agricultural yields are fixed by Central CACP. With the approval of the Union Cabinet, the Central CACP decides the basic cost of farm products.
The price should be based on the expenses occurred for the farming, it is a demand from the farmers of this country for many years. The movement is happening in many states. Information has been received that the recommendation made by the State CACP has always been ignored by the Central Government and CACP. In the last ten years the price recommended by the state CACP has not been announced. This is clear from the information given below.

This shows that several times central CACP has sanction half the price to states CACP. In the last 10 years, the prices of agricultural produce are increase minimal, for example the price of cotton has increased to just Rs. 2000. But farmers have to pay an increased price to purchased items to fulfill their daily needs. i.e. garments, utensils, and products required for cultivation. This products price have increased more than 4 times in last 10 years. Perhaps you will know, farmers in Marathwada and Vidarbha in Maharashtra have committed suicide. The reason for this is, 40-50% less prices are announced by the central CACP than the recommendation price by State CACP. The state CACP had recommended the price for cotton, in fact the farmers did not receive the same price. If the central CACP gives the farm product price as per the recommendation of the state CACP, then the farmer will not suicides. So the central government is responsible for the suicides of farmers. The company imposes the prices according to their wishes on the goods manufactured by them, but the prices of farm product in the country of agriculture are not fixed at the right price, it is disagreeable.
In fact, the prices of farm products has been recommended by the experts of various agricultural universities. In such situation, why center reduces the price. This is injustice towards Farmers. This is an evidence that the central government does not concerned about the betterment of the farmers. If the Center does not believe in the state CACP, then the Center should assign the separate system. But, at the behest of the Center, the State has set the farm product prices, by making the State CACP. So the Center should accept it. It is not correct to distrust them. To protest, we the farmers of this country are starting Satyagraha movement on March 23, 2018, at Delhi on Shahid Divas.
Farmers and agricultural laborers instantly need to carry out the ‘Farm Product Price Protection Law’. But the government does not think on this. The farmer invest in the crop insurance scheme, take loan from the bank to increase farming, the bank deducts 5 percent towards crop insurance from the loan amount. When there is a loss to the farmer's due to natural calamities, in such a situation, the farmer should get back the money of insurance. The Fact is they do not get. After taking insurance, due to natural calamities, their crops are damaged, their hard work becomes futile. The costs occurred are in vain and the amount of insurance is not recovered. The disaster comes on both sides makes frustrating situation in the life of the farmers. In such a situation, farmer becomes compelled to commit suicide.
The central government is responsible for such situation of farmers. Therefore, we are demanding that the government should take immediate and correct steps to solve all these problems. Otherwise, we are starting the indefinite Satyagraha movement in Delhi from March 23, 2018 - Shahid Divas.

पहले खेती पैदावारी को सही दाम मिलने के लिए एक समिति कार्य कर रहीं थी। ऐसी जानकारी प्राप्त हुई हैं कि, अब भौगोलिक स्थिती के अनुसार विविध कृषि पैदावारी पर अभ्यास कर के दाम निश्चित करने के लिए राज्यों के कृषि आयोग काम करते हैं। दाम निश्चित करने के बाद राज्य कृषिमूल्य आयोग केन्द्रिय कृषि मूल्य आयोग को शिफारिश करते हैं। हर राज्य में जो कृषि विद्यापीठ बनाये गए है, उन विद्यापिठोंसे 22 प्रकार के फसलों पर उत्पादन खर्चे के आधार पर सही दाम की जानकारी केंद्रिय कृषि मूल्य आयोग को भेजी जाती है। उन कृषि विद्यापिठों से प्राप्त जानकारी के आधार पर अभ्यास कर के कृषि पैदावारी पर कितना खर्चा आता है? इसको देखते हुए कृषिमूल्य निर्धारित किया जाता हैं।

कृषिमूल्य के बारे में केंद्र सरकार की तरफ से सभी राज्योंसे शिफारिश मंगवाई जाती है। उस आधार पर सभी कृषि पैदावारी के दाम निश्चित किये जाते है। उनको केन्द्रीय मंत्रीमंडल की मान्यता ले कर कृषिमूल्य आयोग किसानों के खेती पैदावारी की आधारभूत किंमत निश्चित करता है।

खेती माल के लिए खर्चे पर आधारित दाम मिले, यह देश के किसानों की कई सालों से मांग है। कई राज्यों में आंदोलन हो रहा हैं। जानकारी प्राप्त हुई हैं कि, राज्य कृषिमूल्य आयोग की तरफ से की गई शिफारश केंद्र सरकार से हमेशा दुर्लक्षित की गई है। पिछले दस साल में राज्य से शिफारिश किये दाम एक बार भी घोषित नहीं किये गए है। नीचे दिए हुए जानकारी से यह स्पष्ट होता हैं।

इससे पता चलता हैं की, राज्यों के कृषिमूल्य आयोग ने केंद्र को की सिफारिश से कृषिमूल्य को कई बार आधा दाम मिला हैं। पिछले 10 सालों मे किसानों के खेती माल के दाम उदा. कपास की किंमत सिर्फ 2000 रुपयों से बढ़ गई है। लेकिन किसान को अपनी जीवनावश्यक जरूरते पूरी करते समय खरीदे वस्तुओं पर बढ़ता हुआ दाम देना पड़ता हैं| उदा. कपडा, बर्तन, खेती पैदावारी के साहित्य इनके दाम 10 साल में 4 गुना से जादा बढ़ गए है। शायद आपको पता होगा की, महाराष्ट्र में मराठवाडा और विदर्भ में किसानों ने जादा आत्महत्या की हैं। उसका कारण यह है कि, कृषि पैदावारी को सिफारिश से 40 से 50 प्रतिशत कम दाम मिलता हैं। राज्य कृषि आयोग ने कपास के लिए जिस मूल्य दर की शिफारिश की थी, वास्तव में किसानों को उतना दाम नहीं मिला। अगर राज्य कृषिमूल्य आयोग के सिफारिश अनुसार खेती पैदावारी को दाम मिलता तो किसान कभी आत्महत्या नहीं करता। इसलिए किसानों की आत्महत्याओं के लिए केंद्र सरकार जिम्मेदार है। कम्पनी में पैदा होनेवाले वस्तुओं पर कम्पनीवाले उनके मर्जी अनुसार दाम लगाते हैं, लेकिन कृषिप्रधान भारत देश में किसानों के खेती पैदावारी पर सही दाम निर्धारित नहीं किए जाते, यह दुर्भाग्यपूर्ण बात हैं।

वास्तव में राज्यों ने खेती पैदावारी के जो दाम निर्धारित किये है वह अलग अलग कृषि विद्यापीठ के तज्ञ लोगोने किये है| ऐसे स्थिती में केंद्र उसमें कटौती करता है। यह बात किसनों के लिए अन्यायपूर्ण है। इससे स्पष्ट होता हैं कि, केंद्र सरकार किसानों के भलाई के बारे में बिलकूल सोचती नहीं हैं। अगर केंद्र का राज्य कृषिमूल्य आयोग पर विश्वास नहीं हैं तो केंद्र ने अलग से यंत्रणा निश्चित करनी चाहिए। लेकिन केंद्र के कहने पर राज्योने कृषि मूल्य आयोग बनाकर, कृषि मूल्य निर्धारित किये है। तो केंद्र ने मानना चाहिए| उनपर अविश्वास करना ठिक नहीं हैं। हम देश के किसान इस बातका निषेध और विरोध करने के लिए 23 मार्च 2018 को शहीद दिवस पर दिल्ले में सत्याग्रह आन्दोलन कर रहें हैं।

किसान, कृषि मजदुर इनके लिए तुरन्त पैदावारी सुरक्षा कानून करने की आवश्कता है। लेकिन सरकार इस पर सोचती ही नहीं। किसान फसल बिमा योजना में शामिल होता है, खेती पैदावारी बढ़ाने के लिए बैंक से कर्जा लेता हैं, तो बैंक कर्ज में से 5 प्रतिशत बिमा का पैसा काट लेती है। जब नैसर्गिक आपत्ति आने के कारण किसान की फसल का नुकसान होता हैं तो ऐसे स्थिति में बिमा का पैसा किसान को वापस मिलना चाहिए। लेकिन आज मिलता नहीं, यह सच है। बिमा लेने के बाद आपत्ति के कारण उनकी फसल का नुकसान हुआ तो उसकी मेहनत बेकार हो जाती हैं। किया हुआ खर्चा व्यर्थ जाता हैं और बिमे की रकम भी वापस नहीं मिलती। ऐसे दोनों तरफ आयी हुई आपत्ती से किसानों के जीवन में निराशा आती है। और ऐसे स्थिती में वह आत्महत्या पर मजबूर हो जाता हैं।

किसानों की ऐसी हालात होने के लिए केंद्र सरकार जिम्मेदार हैं। इसलिए हमारी मांग हैं कि, किसानों की इस सभी समस्याओं का निवारण करने के लिए तुरन्त और सही कदम उठाना आवश्यक हैं। अन्यथा हम देश के किसान 23 मार्च 2018 शहिद दिवस से दिल्ली में अनिश्चितकालिन सत्याग्रह आंदोलन शुरू कर रहें हैं।

To get justice for the farmers Letter to PM...

                   Subject: To get justice for the farmers of the country, the report of the Swaminathan commission should be implemented, farmers who are 60 years old dependent on farming, get pension and farming prices will be provided based on the cost of production.


               We hope you have received the letter regarding the lokpal and lokayukta dated 30th November 2017. In the present situation the condition of farmers from India is not good. So, I am writing this letter about the problems of farmers. Your government does not say anything for the betterment of the farmers nor taking any concrete action. In past the three years your government has not shown any concern about farmers but your government is more concern about the business groups. It is surprising that, your government presented the finance bill 2017 as a money bill, and the cap of 7.5 percent have been removed for the political parties, for the amount of money which they receives from the industrialists. And the company can donate as much as it can to the political party, such provision has been made in the Finance Bill. Making such a decision will not strengthen democracy but party machinery. In fact, if you were worried about the poor farmer, then in the amendment of this money bill, it can be  provide that the companies can give as much donation as possible to the poor farmers but not to the political party. If this happens, then by strengthening democracy, farmers and poor people get justice. It is obvious that the government does not have sensitivity towards the poor and the farmers.           
               In the country of agriculture, from 1995 till date, 12 lakh farmers have committed suicide in last 22 years. But your government does not have any pain, nor does it show sensitivity about the farmers. If you had sensitivity towards the farmers, you would try to stop the farmers' suicides. You say that I am the Prime Minister of the country. This shows discrepancy in your story and doing. If you were truly prime minister, then this would not the condition of farmers in the country of agriculture. It is not impossible to calculate, the state-wise crop cost for farmers in the field of farming because you have many agricultural scientist and technician in your government. Farmers will not commit suicide if the farmers get 50 per cent increase in the cost incurred on farming. In order to find the truth of these things, many government made separate commissions such as the Swaminathan Commission. Those commissions have also submitted their report to the government. But so far no action has been taken on those reports. Or it has not been told to the public what the government has done on that report.           
                   The question arises that, the expenditure incurred to appointment of the commission and to make the report by that commission will be through public money. When government spends public money then the government should implement it. In 1950, the Bank Regulatory Act was created and it says that bank should not charge compound interest to agricultural loans given to farmers. The Supreme Court has also said that compounding interest on farmers' crop loans is considered illegal. Till date, most of the banks have violated the rules for agricultural loans. But the Reserve Bank does not take any action on it, nor does the government department take action.
                     
Actually, it was necessary for the Reserve Bank to take a serious note of this matter. But not taken any note of this matter. Reserve Bank has to fix interest rates on agricultural loans. Today Different banks in different states charge interest in their own way. And Appling interest in interval of three and six month and compounding the interest it became more than the moneylenders loan amount. But the Reserve Bank does not investigate or act on such banks. Therefore, due to compound interest, the interest amount increase up to 22 to 24 percent and farmers could not repay loans. The farmer does not get the cost based on the cost of cultivation and the loan due to compound interest cannot be repaid. For this reason the farmer commits suicide.
 We believe that, the Reserve Bank and the government are responsible for the farmers' suicide. If the government pays cost base farming price and bank does not apply compound interest the farmers will not commit suicides.On one hand millions of rupees loan of industrialists are getting waved off. And the policy of injustice to farmers in the farming country is adopted. This is not correct. When industrialist loan can be waived off then waving off the farmer’s loan is not a crime. Actually a strong law should be formed which declares that Appling compound interest on agricultural produce loans offense.
From 1972 to 2017, the bank who had charge compound interest to the farmers should be inquired by the reserved bank and such extra charge amount should be returned to the farmers. The government is increasing the investment in industrial and many other sectors, but not investing as needed in the agriculture, as India is known for agriculture based economy.   Therefore, the development of agriculture sector is not as much as it should be. This is an injustice to the agricultural sector. In order to increase the farming cultivation and save water, 18% GST is imposed on essential items for cultivation like drip system, sprinkler system.  GST tax should not be imposed on the means of farming.
Central government or the government of that state, should not take farmers land without asking farmers, for industrial purpose. At the same time, taking the land for industrial area, it is necessary to take the permission from the farmers as he is the owner of the land, and it is necessary to have permission for the Gram Sabha as well. If it continues, then the dictatorship of the British and your government will not be different, and democracy will be in danger. It is necessary to the farmers land survey and do the grading accordingly. But after 70 years of independence land was not surveyed. It is important to determine which grade will be taken for the farming land and the grade will be taken for the project. The farmers who depend on their farming and there is no other economic source in their family, such farmers are required to get pension of Rs 5,000 per month. The government gives 50 thousand rupees to the sitting MP in Parliament as a pension. And now demanding for Ru. 1 lakh. A farmer who server his whole life for the farming and produce food for the people giving pension to those farmers is not wrong. According to the information received, the farmer pension bills are pending in Parliament. And decision should be taken on priority. Farmers whose land has been taken for the project and did not set up the project in 5 years on that land, the land should be returned to the farmers. In our country, vote bank is more important than society and country's good. Therefore, without requirement, some agricultural produce is imported and the farmer of the country is in trouble. It is necessary to be exported more and more, which doesn’t happened this also causes farmers to suffer. One thing is clear that you talk about the MAN KI BAT but do not talk about farmer, land, watershed developments, water management, forest development and dairy, poultry.       This is the misfortune of the country. You asked every MP to adopted village, you also adopted the village. If all these experiments were done in those villages, then it should be understood what we should do for the farmers in every state of the country. So we can understand the farmer’s problems and an attempt to solve those problems by discussing in Parliament would change the situation of the country. Unfortunately after adopting Saasand Adarsh ​​village scheme, a single MP could not make villages such as Ralegansiddhi and Hivre Bazar.
To take the decision seriously by your government, on the matters of Lokpal, Lokayukta and farmers, I have decided to make a movement in Delhi on March 23, 2018 on Shahid Day.

किसानों की समस्या निवारण हेतु प्रधानमंत्री मोदीजी को चिट्ठी...

विषय -  देश के किसानों को न्याय मिले इसलिए स्वामिनाथन आयोग की रिपोर्ट पर अमल हो, खेती पर निर्भर 60 साल उम्र के किसानों को पेन्शन मिले और खेती उपज को पैदावारी के खर्चे पर आधारित दाम मिले इसलिए दिल्ली में सत्याग्रह करने हेतु...

आपकी सरकार किसानों के भलाई के लिए ना कुछ बोलती है ना कुछ करती है। आपकी सरकार तीन साल में जितनी फिक्र उद्योगपतियों के बारे में करते दिखाई दे रहें हैं, उतनी फिक्र किसानों के बारें में करते नहीं दिखाई दे रहें हैं। आश्चर्य की बात हैं कि, आपकी सरकारने वित्त विधेयक 2017 को धन विधेयक के रुप में पेश करके राजनैतिक दलों को उद्योगपतियों द्वारा दिए जानेवाले चंदे की 7.5 प्रतिशत सीमा हटाई हैं। और कम्पनी जितना चाहे उतना दान राजनैतिक दल को दे सकती है, ऐसा प्रावधान वित्त विधेयक में किया हैं। एसा निर्णय लेने सें लोकतंत्र नही बल्कि पार्टीतंत्र मजबूत होगा। वास्तविक रूप से अगर आपको गरीब किसान की चिन्ता होती तो आप इस धन विधेयक के संशोधन में यह प्रावधान करते कि, कंपनियाँ जितना चाहे उतना दान राजनैतिक पार्टी को नहीं बल्कि गरीब किसानों के लिए दे सकती है। अगर ऐसा होता तो लोकतंत्र मजबूत हो कर किसान और गरिबों को न्याय मिल जाता। सरकार के पास गरीबों और किसानों के प्रति संवेदनशिलता नहीं है यह स्पष्ट होता है।
            कृषिप्रधान भारत देश में 1995 से आज तक 22 साल में 12 लाख किसानों ने आत्महत्या की हैं। लेकिन आपकी सरकार को इससे कोई दर्द नहीं होता, ना किसानों के बारे में संवेदनशिलता दिखाई देती। किसानों के प्रति संवेदनशिलता होती तो आप किसानों की आत्महत्या रोखने के लिए कोशिश करते। आप कहते है कि, मै देश का प्रधानसेवक हूँ। इससे आपके कथनी और करनी में विसंगती दिखाई देती है। अगर आप सच में प्रधानसेवक होते तो, कृषिप्रधान भारत देश में किसानों की यह हालत नहीं होती।
            आपकी सरकार में बडें बडें कृषि शास्त्रज्ञ और तंत्रज्ञ होते हुए भी आपको किसानों के खेती पैदावारी में राज्यनिहाय कौनसे फसल पर कितना खर्चा होता है? यह हिसाब करना असंभव नहीं है। खेती पैदावारी पर जो खर्चा होता है उस पर किसानों को 50 प्रतिशत दाम बढाकर मिला तो किसान आत्महत्या नहीं करेगा। इन बातों का सच खोजने के लिए स्वामिनाथन आयोग जैसे कई आयोग अलग अलग सरकारने बनाए। उन आयोगोंने अपनी रिपोर्ट भी सरकार को सौंपी है।  लेकिन अभी तक उन रिपोर्ट पर कार्रवाई नहीं हुई है। या उस रिपोर्ट पर सरकार ने क्या किया है यह भी जनता को कभी नही बताया गया ।
            प्रश्न खड़ा होता है कि, आयोग की नियुक्ती और उस आयोग की रिपोर्ट आने तक बड़े पैमाने पर जो खर्चा होता है वह जनता का पैसा है। जब जनता का पैसा खर्च किया तो सरकारने उसपर अमल करना चाहिए। 1950 में बैंक रेग्युलेशन ऐक्ट बना और उसमें कहा है कि, किसानों को कृषी कर्जा देते समय कृषि कर्जा पर चक्रवृद्धि ब्याज नहीं लगाना। सर्वोच्च न्यायालय ने भी किसानों के कृषि कर्जा पर चक्रवृद्धि ब्याज लगाना गैर कानूनी बताया है। आज तक कृषि कर्जा का अधिकांश बैंकोने उल्लंघन किया है। लेकिन उसपर ना रिजर्व बैंक कार्रवाई करती है, ना सरकार का अर्थ विभाग कार्रवाई करता है।
            वास्तव में रिजर्व बैंक ने इस विषय पर गंभिरतापूर्वक ध्यान देना जरूरी था। लेकिन नहीं दिया गया। कृषि कर्जा पर रिजर्व बैंक ने ब्याज दर निश्चित करना जरूरी है। आज कृषि कर्जापर अलग अलग राज्यो में अलग अलग बैंक अपने अपने तरीके से ब्याज लगाती है। और हर तीन माह, छह माह में मुद्दलों में ब्याज मिलाकर चक्रवृद्धि ब्याज लगाने के कारण साहुकार जितना ब्याज नहीं लगाता उससे ज्यादा ब्याज बैंक लगाती है। लेकिन रिजर्व बैंक ऐसे बैंको की ना जाँच करती ना उसपर कार्रवाई करती। इसलिए चक्रवृद्धि ब्याज के कारण 22 से 24 प्रतिशत तक ब्याज लगने से किसान कर्जा नहीं चुका पाता। एक तो खेती पैदावारी में होने वाले खर्चेपर आधारित दाम नहीं मिलते और उपर से चक्रवृद्धि ब्याज के कारण कर्जा चुका नहीं सकता। इस कारण किसान आत्महत्या करता है।
            हमारा ऐसा मानना है कि, किसानों के आत्महत्या के लिए रिजर्व बैंक और सरकार ही जिम्मेदार है। बैंक चक्रवृद्धि ब्याज नहीं लगाती और सरकार खर्चेपर आधारित खेती माल को दाम देती तो किसान आत्महत्या नहीं करता। एक तरफ उद्योगपतियों को करोडो रुपया कर्जा माफ किया जाता है। और कृषि प्रधान भारत देश में किसानों पर अन्याय करनेवाली निति का अवलंब किया जाता है। यह ठिक नहीं है। जब उद्योगपतियोंका कर्जा माफ करते है तब किसानों का कर्जा माफ करना दोष नहीं है। वास्तव में कृषि उपज कर्जा पर चक्रवृद्धि ब्याज लगाना अपराध घोषित करनेवाला सशक्त कानून बनाना जरूरी है। 1972 से 2017 तक जिन किसानों ने चक्रवृद्धि ब्याज जिन जिन बैंको में भरा है, उसकी जाँच रिझर्व बैंकने करके जिन बैंको ने चक्रवृद्धि ब्याज वसूल करके किसानों पर अन्याय किया वह ज्यादा वसुला हुआ पैसा किसानों को वापस करना चाहिए ।
            सरकार औद्योगिक और कई क्षेत्र में निवेश बढ़ाती रहती है, लेकिन कृषि प्रधान भारत देश में कृषि क्षेत्र पर जितना निवेश बढ़ाना चाहिए उतना नहीं बढाती। इसलिए कृषि क्षेत्र का विकास जितना होना चाहिए उतना नहीं होता है। यह कृषि क्षेत्रपर अन्याय होता है । किसान खेती पैदावारी बढ़ाने के लिए और पानी की बचत करने के लिए ड्रिप सिस्टम, स्प्रिंकलर सिस्टम जैसे खेती के लिए आवश्यक वस्तुओं पर 18% GST लगाया जाता है । कृषि पैदावारी के साधन पर GST टैक्स नहीं लगाना चाहिए। सरकार केंद्र की हो अथवा राज्य की उस सरकारने औद्योगिक क्षेत्र के लिए किसानों की जमीन लेते समय किसानों को बिना पुछे उनकी जमिन नहीं लेनी चाहिए। साथ साथ औद्योगिक क्षेत्र के लिए जमिन लेते समय मालिक, किसान है उनकी अनुमती लेना जरुरी है और साथ साथ  ग्रामसभा की अनुमती होना जरूरी है। अगर एसाहि चलता रहा तो अंग्रेज की तानाशाही और आपकी सरकार इनमें फरक नही रहेगा और लोकतंत्र ही खत्रे में आयेगा ।
            किसानों की जमीन के सर्वे कर के ग्रेड बनाना जरूरी था। लेकिन आजादी के 70 साल के बाद भी देश के जमीन का सर्वे नहीं हुआ। ग्रेड निश्चित कर के कौनसी ग्रेड की जमीन प्रकल्प के लिए ली जायेगी यह निश्चित करना जरूरी है। जो किसान अपने खेती पर निर्भर है और उनके परिवार में दुसरी कोई आर्थिक स्त्रोत नहीं है, ऐसे किसानों को कम से कम प्रतिमाह 5 हजार रुपया पेन्शन मिलना जरूरी है। सरकार संसद में बैठे सांसद को 50 हजार तनखा देती है। फिर भी सांसद एक लाख रुपया तनखा की मांग करते है। लेकिन जिन किसान ने अपना जीवन भूमाता की सेवा करते करते, देश कि जनता को अन्नदाता बनकर जीवनभर अन्न-धान्य की उपज की आपूर्ति करता है तो उनको पेन्शन देना गैर नहीं है। जिन किसानों की जमिन ली गई है और उस जमिन पर 5 साल में प्रकल्प खडा नहीं किया ऐसी जमिन किसानों को वापस देनी चाहिए। हमारे देश में समाज और देश के भलाई के बजाए वोटबैंक की सोच ज्यादा होती है । इसलिए जरुरत ना होते हुए कुछ कृषि पैदावारी को आयात करते है और किसान खतरे में आता है। ज्यादा सें ज्यादा  निर्यात होना जरुरत है वह नही होता  इस कारण भी किसान मुसिबत में आता है। एक बात तो स्पष्ट है की, आप मन की बात करते हैं लेकिन किसान, जमिन, पानी के साथ वॉटरशेड डेव्हलोपमेंन्ट, वॉटर मॅनेजमेंन्ट, अग्रिकल्चर डेव्हलपमेंन्ट और उसको जोडकर डेअरी, पोल्ट्री इनपर कभी बात नही करते। यह देश का दुर्भाग्य हैं। आपने हर सांसद को गांव दत्तक दिया, आपने भी गांव दत्तक लिया । उन गांवो में यह सभी प्रयोग होते तो देश के हर राज्यो में किसानों के लिए क्या करना  चाहिए यह तो समजमें आता। किसानो की समस्या समझ में आती और संसद में चर्चा करके उन समस्या को हल करने का प्रयास होता देश की स्थिती बदल जाती। सासंद आदर्श गांव योजना अपनाने के बाद एक भी सांसद  राळेगणसिद्धी और हिवरे बाजार जैसे गांव नही बना पाए यह दुर्भाग्य है।
            किसानों के प्रश्नपर आपकी सरकार गंभिरता सें निर्णय ले इसलिए मैने शहिद दिवस पर 23 मार्च 2018 को दिल्ली में आंदोलन करने का निर्णय लिया है।

           शहिद दिवस के अवसर पर दिल्ली में आंदोलन करने हेतु...

महोदय,
1966 में प्रशासनिक सुधार आयोग की स्थापना हुई थी। इस आयोग ने केंद्र में लोकपाल और राज्योंमें लोकायुक्त नियुक्ती की शिफारीश की थी। लोकपाल का मुख्य उद्देश यह था की, देश की जनता को जलद गती से और लाभकारी न्याय मिले, प्रशासनिक भ्रष्टाचार को प्रतिबंध लगे, प्रशासनिक अवैधता और अनियमितता को प्रतिबंध लगे, प्रशासन में जो मनमानी निर्णय लिए जाते है उनको प्रतिबंध लगे, स्वच्छ, पारदर्शी, प्रशासन व्यवस्था निर्माण हो। प्रशासन जनता को जवाबदेही हो और लोकतांत्रिक प्रशासन व्यवस्था निर्माण हो।
लोकपाल, लोकायुक्त भले ही जनता और देश के भलाई के लिए प्रशासनिक सुधार आयोग ने शिफारीश हों, लेकिन आपकी सरकार को अपनी भलाई, अपने पक्ष-पार्टी की भलाई के कारण जनता और देश की भलाई की सोच दिखाई नहीं देती है। शायद इसी कारण लोकपाल, लोकायुक्त कानून पर अमल करने के बारे में आपके पास पहले से इच्छाशक्ती का अभाव दिखाई दे रहा है। मैने आपको दस बार लोकपाल और लोकायुक्त का अमल हो इसलिए पत्र भेजा। लेकिन, आपने जवाब तक नहीं दिया। यह लोकपाल और लोकायुक्त के बारे में आपकी उदासिनता का प्रत्यक्ष उदाहरण है। जब आप गुजरात के मुख्यमंत्री थे, तब गुजरात की जनता गुजरात में लोकायुक्त नियुक्ती करने की मांग कर रही थी। लेकिन आपकी सरकारने लोकायुक्त नियुक्ती नहीं किया। वास्तविक भ्रष्टाचार को रोकथाम लगाने के लिए लोकायुक्त की नियुक्ती जरूरी थी। लेकिन आपकी सरकारने लोकायुक्त की नियुक्ती नहीं की। फिर गुजरात के तत्कालिक राज्यपाल महोदयने लोकायुक्त की नियुक्ती की थी। उसके बाद आपकी गुजरात सरकार लोकायुक्त नियुक्ती के विरोध में उच्च न्यायालय में गई थी। उच्च न्यायालयने गुजरात सरकार के विरोध में निर्णय दिया था। फिर लोकायुक्त नियुक्ती के विरोध में गुजरात सरकार सर्वोच्च न्यायालय में गई थी।। सर्वोच्च न्यायालयने भी सरकार के खिलाफ निर्णय दिया था। तब से पिछले 9 साल में अभी तक गुजरात मे लोकायुक्त नहीं नियुक्त किया गया। अब केंद्र में आपकी सरकार स्थापित हो कर तीन साल से जादा वक्त बित चुका हैं। फिर भी लोकपाल कानून पर अमल नहीं हो रहा हैं। इससे यह स्पष्ट होता है कि, केंद्र में लोकपाल और राज्यों में लोकायुक्त नियुक्त करने की आपकी सरकार की मंशा नहीं है।
            केंद्र में 2014 में आपकी पार्टी की सरकार सत्ता में आयी। तब लगा था कि लोकपाल, लोकायुक्त कानून पर अमल होगा। क्योंकी सत्ता में आने से पहले चुनाव में आपने देशवासियोंको आश्वासन दिया था की, हमारी सरकार सत्ता में आती है तो हम लोकपाल, लोकायुक्त कानून पर अमल करेंगे। लेकिन आपकी सरकार सत्ता में आने के बाद आप कहने लगे लोकसभा में विपक्ष नेता ना होने के कारण हम लोकपाल कि नियुक्ती नहीं कर सकते। यह बहाना बताकर लोकपाल नियुक्ती टाल दी। सर्वोच्च न्यायालय ने आपकी सरकार को लोकपाल नियुक्ती के लिए दो बार फटकार लगाई। लेकिन आपकी सरकार ने सर्वोच्च न्यायालय की भी नहीं मानी। वास्तव यह है कि, लोकपाल, लोकायुक्त कानून की धारा 4 की उपधारा 2 में लिखा है कि, चयन समिती में एखाद पद रिक्त होने पर अध्यक्ष या उनके सदस्य की पद नियुक्ती अवैध नहीं होगी। कानून में स्पष्ट प्रावधान होने के बावजूद भी आपने नहीं माना। इससे स्पष्ट होता है की आपके पास इच्छाशक्ति का अभाव है।
            आपने लोकपाल की नियुक्ती की नहीं। लेकिन लोकपाल लोकायुक्त कानून की धारा 44 में बदलाव करके लोकपाल, लोकायुक्त कानून को कमजोर करनेवाला बिल संसद में रखा। 27 जुलाई 2016 को लोकसभा में बिल रखा और एक ही दिन में ध्वनिमत से पास किया। 28 जुलाई 2016 को राज्यसभा में रखा और उसी दिन आवाजी मतदान से पास किया। 29 जुलाई 2016 को राष्ट्रपतीजी के पास भेजा और राष्ट्रपतीने उसी दिन हस्ताक्षर कर दिए। सभी सांसद, सभी अधिकारी इनको अपनी पत्नी, बच्चों के नाम पर रही सम्पत्ती का ब्योरा हर साल देना अनिवार्य था। लोकपाल, लोकायुक्त कानून को कमजोर कर के इस प्रावधान को संशोधन बिल के कारण हटा दिया गया। और सभी अधिकारीयों को भ्रष्टाचार करने का रास्ता खुला कर दिया गया। एक तरफ आप बोलते है भ्रष्टाचार मुक्त भारत निर्माण करना है और दुसरी तरफ भ्रष्टाचार को रोकथाम करनेवाला लोकपाल, लोकायुक्त कानून कमजोर करते है। तो कैसे होगा भ्रष्टाचार मुक्त भारत का निर्माण? आपकी कथनी और करनी में फर्क पड रहा है।
            लोकपाल, लोकायुक्त कानून 5 साल में नहीं बनता और लोकपाल कानून को कमजोर करनेवाला कानून सिर्फ तीन दिन में पारित किया है। इससे स्पष्ट होता है कि, लोकपाल, लोकायुक्त कानून जो भ्रष्टाचार को रोकथाम लगा सकता है लेकिन आपकी सरकार की मंशा नहीं थी, नियत साफ नहीं है। यह स्पष्ट होता है।
आपकी सरकार लोकपाल के लिए विरोधी पक्षनेता नहीं यह बहाना बनाते है। लेकिन लोकायुक्त के लिए विपक्ष नेता की जरूरत नहीं थी। हर राज्योंमें लोकायुक्त नियुक्ती न करने का क्या कारण है? समझ मे नही आता। आप बोलते है लोकायुक्त नियुक्ती राज्य सरकार की जिम्मेदारी है। हम पुछते है जिन जिन राज्योंमें आपकी पार्टी की सत्ता है, उन राज्योंमें लोकायुक्त नियुक्त करने में क्या कठिनाईयाँ है? इसका जवाब आपकी सरकार से नहीं मिलता। इससे स्पष्ट होता है कि, आपकी लोकपाल, लोकायुक्त के बारे में नियत साफ नहीं है। लोकपाल, लोकायुक्त के लिए आपकी सरकार की कैसी उदासिनता है यह मै दिल्ली के आंदोलन में एक एक बात जनता के सामने लाते रहूँगा। मै किसी पक्ष-पार्टी के विरोध में आंदोलन नहीं किया। लेकिन देश को कमजोर करनेवाली प्रवृत्तियाँ जहा जहा दिखाई दी, तब आंदोलन किया। क्योंकी देश हमारा है। उसको कमजोर करने से रोकना हमारा कर्तव्य है।
            आप जनता को बताते है, भ्रष्टाचार मुक्त भारत बनाना है। और भ्रष्टाचार को रोकथाम लगानेवाले लोकपाल कानून को कमजोर करते है। आपकी कथनी और करनी में अंतर पड रहा है। इसलिए मैने अनेक राज्योंमें कार्य़कर्ताओं को पत्र भेजकर आंदोलन के बारे में राय ली।  और अधिकांश कार्यकर्ताओंने कहा है 23 मार्च शहीद दिवस है। शहीद दिवस के अवसर पर दिल्ली में आंदोलन करना चाहिए। इसलिए 23 मार्च 2018 को शहीद दिवस के अवसर पर दिल्ली में आंदोलन शुरू करने का निर्णय लिया है। कृपया हमें आंदोलन के लिए जगह बता दिजीए।

To appoint Lokpal and Lokayukta...

Subject: To appoint Lokpal and Lokayukta, to take the right decision on various strong anti-corruption bills and to implement farmers’ issues as per the recommendations of the Swami Nathan Committee Report, I intend to hold an agitation in Delhi…


Honorable Sir,
                            
Dreaming of a corruption-free India, there was a historic citizen agitation across the country, steered from Ramlila Maidan in 2011. Seeing the impact of this agitation, the Parliament on 27th August, 2011, had passed the resolution in the `Sense of the House’ session. In which, the central government would frame, at the earliest, laws of appointment of Lokpal and Lokayukta as well as a Citizen Charter.  On the basis of this resolution, the central government had given a written assurance and with that hope, I concluded my agitation on 28th August. As a sequel to this resolution and the historic event, which enthused the citizens with hope, a good six years have passed by. However, even after six years, not a single Law pertaining to anti-corruption has been implemented. Distressed with this situation, I am writing this letter to you.

 After your government came to power, for three consecutive years, I have communicated to you regarding appointment of Lokpal and Lokayukta through my letters dated 28/08/2014, 18/10/2014, 01/01/2015, 01/01/2016, 19/01/2017 and 28/03/2017. However, there has been no reply form you regarding action on the same.

        In order that corruption should be curtailed, the citizens of this country had held a peaceful agitation in Ram Lila Maidan, for the establishment of the law, appointing Lokpal and Lokayukta. At that time, crores of people had come out on the streets, from scores of villages, towns and cities. Because, lives of citizens has become miserable due to large-scale corruption that directly affects their lives. Children from schools and youths from colleges had also come out on the streets. For the first-time, since Independence, such a large number of people had come out on the streets to campaign against corruption. This entire agitation was done peacefully, without any violence.

 During the agitation, lakhs of people came on the streets but not one person threw a stone. Hence, this agitation was talked about respectfully in various countries across the world. Perceiving the nature of this agitation as one of public empowerment, the then government passed the law for appointment of Lokpal and Lokayukta in the Rajya Sabha, on 17th December 2013 and in the Loksabha on 18th December 2013. It was passed by absolute majority in both the houses. After that, on 1st January 2014, the President of India signed the law to make it into an Act. At that time, the opposition leaders of both the houses had supported the bill. Thereafter, on 26th May 2014, your party came into power. Since then, I’ve been writing to you for three years for the implementation of the Lokpal and Lokayukta Act.

After the Lokpal agitation, the citizens, with great hope, elected the new government under your leadership. It was necessary to give the government some time for due implementation of the Acts. Keeping this in mind, I kept sending you various letters on this issue, as reminders. Neither have you implemented the same or taken any action on my letters. Nor have you had a dialogue on this issue or spoke about Lokpal and Lokayukta in your `Man ki Baat.’ Before coming to power, you had assured the citizens of India that ‘You will give priority to make India, corruption-free.’ Now, also, through large scale advertisements you convey to the public, that for the making of New India, it is necessary to take a pledge to stand against corruption. However, now also, in every State, no work of a citizen is done, without giving money. Implying, that without corruption, issues directly related to citizens, has not decreased.

With the implementation of the Lokpal and Lokayukta Law, 50%-60% of corruption can be curbed. Yet, you are not implementing this law. To curb corruption, along with Lokpal and Lokayukta Act laws like the Right to Reject and Right to Recall will help in curbing corruption. However, you are silent on these laws too. The Prevention of Bribery of Foreign Public officials and Officials of Public International Organization Bill 2011, Judicial Standards and Accountability Bill 2012, The Prevention of Money Laundering (Amendment) Bill, The Public Procurement Bill 2012 are bills that will curtail corruption, but are pending for 4-5 years in the Parliament. The then government had brought in this bill, four years back. You are neither speaking nor doing anything about this delay.

In order to curb corruption and to strengthen democracy, de-centralization of power is very essential. In order to decentralize power, it is necessary to bring in Law that will strengthen the power of the Gramsabha. The village itself is the owner of its resources. There should be a law that the water, forest and land of the village should not to be taken without the permission of the Gram Sabha. The power of the secretariat should be in the hands of the people-that is, true democracy. However, despite writing letters to you for three years, you have kept mum. Then, how can India, become corruption free?

? It is not in mere making of pledges in front of the public, but in wresting rights in the hands of the people, that India will become corruption-free. The Right to Information Act, is one such example. The most distressing fact is that, despite there being such provision in the law, you are not appointing Lokpal and Lokayukta. The Supreme Court has time and again, directed you to appoint Lokpal and Lokayukta, but your government is still not doing so, despite the fact that this would curb corruption. At one end, you are appointing CBI Chief without the existence of the opposition leader and at the other end, you are giving the excuse of not appointing the Lokpal and Lokayukta, on the pretext that the opposition leader does not exist. This is most unfortunate.
            It is surprising that you are giving excuses to appoint Lokayukta and Lokpal. Because, in the Lokpal and Lokayukta Law, it is not mandatory to have the opposition leader’s consent.
Even then, in these three years, no State Government, which is run by you, has appointed Lokpal and Lokayukta. In States where opposition parties have formed the government, there are no appointments of Lokpal and Lokayukta but it is unfortunate that the appointments have not been made in States that are ruled by your party. This makes it clear that you do not have the will to appoint Lokpal and Lokayukta. There is a gap between your talks and your action. Then, how can India, become corruption-free? Isn’t it a humiliation for the Parliament which passed the law, the President of India who signed it and for the citizens who campaigned for it through large scale of agitations?
What is surprising Is that of course there is no appointment of Lokpal and Lokayukta in the States where opposition parties are ruling but even in States run by your party, no Lokpal or Lokayukta have been appointed.
In the Agriculture dominated country, India, farmers are committing suicide every day.  I have written to you several times on giving farmers, prices as per their costs but I have not received any reply from you nor have you implemented recommendations of the Swami Nathan Committee Report. Since the last few days, farmers in various states like Tamilnadu, Andhra Pradesh, Telangana, Haryana and Rajasthan are coming together and agitating. However, you do not seem to be having any compassion for farmers’ woes. It is clear from this that you have done these amendments not in the interest of the nation and its people but in the interest of party and business owners. This is indeed unfortunate.


It has been clearly noticed over the last three years that you have no compassion in your heart for the grievances of the farmers of the country. Had it been the case, you would have made provision while making the amendments allowing the companies to give any amounts as donations to farmers instead of political parties. Had you done this, it would have strengthened our democracy and restored faith that poverty will be eliminated. It would have provided justice to poor farmers. However, your failure to do so proves that you have no compassion for the poor and farmers. Over the last 42 years, the Lokpal and Lokayukta Bill was tabled before the Parliament on several occasions but could not be passed. However, the Peoples’ Parliament of the nation awakened in August 2011 and the government had to promulgate the Lokpal and Lokayukta Act. Your government has been disrespecting public sentiments in this regard too. Therefore, now the time has come to awaken the voters, who are the owners of this country. An awakened voter is the foundation of democracy.

Instead, your government while using some of the amendments you have made while incorporating the Finance Bill 2017 in the Money Bill as illustrations. I shall elaborate on the remaining amendments publically at the time of the agitation. Earlier, there was provision that enabled any company to donate 7.5 per cent of the money earned as profits by it over a period of three years to political parties. However, now you have made amendment and removed the limit of 7.5 per cent and made provision that any company can donate any amount to political parties. The limit for giving donations to political parties have been removed for political parties. Because of this, not democracy but Party machinery will become stronger. If you were truly concerned about farmers and poor people, then you would have done proper research of this Law and stated that any amount of donation can be given, not to political parties but to the farmers and the poor people. That would have made democracy, strong and it would have provided justice to the farmers and poor people. However, it is very clear that you do not have the innate compassion for the poor and for the farmers.  If you really want to solve the issues of the farmers, then implementing the Swami Nathan Committee Report, you would have ensured proper prices for the farmers’ produce as per the cost and in order to ensure security to farmers and laborers, it is essential to have a pension scheme.

Citizens have been campaigning for political parties to come under Right to Information Act. Supreme Court too has given clear directives. If you firmly believe in transparency, then it is essential to introspect on political parties coming under the RTI Act.

In order to decentralize power, it is necessary to bring in Law that will strengthen the power of the Gramsabha. To curb corruption, along with Lokpal and Lokayutta Act laws like the Right to Reject and Right to Recall will help in curbing corruption. It is also necessary to bring in laws for women’s’ equality. How can you talk of women’s equality just by putting up posters? In order to curb corruption and to strengthen democracy, de-centralization of power is very essential. The power of the secretariat should be in the hands of the people-that is, true democracy. If you give the power in the hands of the citizens, then democracy will be strengthened. When the public parliament wakes up there would be a logical end to the issues of Lokpal, Lokayukta, farmers’ problems and other issues. I am confident about that.
           
 Earlier, on 28th March, 2017, I had written a letter to you, that if you do not implement the Lokpal and Lokayukta Law, then my next letter would be about holding another agitation in Delhi. It is in reference with that letter, that I have decided to launch an agitation, for the betterment of the society and the nation.

I have been doing agitations since 35 years. However, I have my agitations were never against any political group, party or any particular individual. My only mission for doing agitations is for the betterment of the society and nation. Since the last three years, I have been reminding the government about the appointment of Lokpal and Lokayukta and of farmers receiving appropriate prices for their produce. However, you have not replied to my letters nor have you taken any action on these issues. Hence, I have decided to hold an agitation in Delhi. Until, for the larger public interest, the above issues are not addressed through implementation of the same, I will relentlessly continue my agitation. You shall be informed about my date and venue of my agitation, in my next letter.
